A resident of Encinitas, Stefan LaCasse, founder of Quinn Communities, has a special affinity for the coastal communities of North San Diego County. He held executive positions with wide-ranging responsibilities, including land acquisitions, entitlements, operations, purchasing, sales and marketing, customer service and project management at three homebuilding firms in San Diego prior to 2004 when he established Quinn Communities in Encinitas.

Quinn Communities specializes in the construction management of small infill projects. RQL Construction

RQL Construction works with Quinn Communities on many projects and serves as the licensed general contractor for the multitude of projects they have completed, including attached and detached products. RQL Construction provides a wide range of services that cover all aspects of construction, including, but not limited to, entitlements, budgets, purchasing, & scheduling. Their expertise includes storm water management, DRE/HOA issues, bond exonerations and customer service.
